Dame Shan Elizabeth Morgan DCMG (born 12 March 1955) is a British civil servant. Formerly the Deputy Permanent Representative, UK Representation to the European Union, she is the Permanent Secretary to the Welsh Government.
Morgan joined the Manpower Services Commission in 1977. In 1984 she labored on the European Commission in Brussels. In 1987 she returned to the UK, and have become the Private Secretary to the Permanent Secretary on the Department of Employment. In 1991 she grew to become a coverage analyst within the National Training Task Force.
